HOW IT WORKS
Follow the simple steps I'm gonna show you with snaps make sure not to change anything to make it work fine!
In first step open notepad and copy paste this code i'm providing as shown below !

Dim speaks, speech
speaks="Welcome to your Pc"
Set speech=CreateObject("sapi.spvoice")
speech.Speak speaks

speaks="Welcome to your Pc" you can change it to what you want speaker to speak.

After this process. save this file as shown in the figure below.. make sure to correctly write its execution which is .vbs
welcome.vbs or anythingyouwant to write but .vbs will be immutable/changeable ..
better set it as i wrote welcome.vbs

After saving it.. the file will be shown like this.. you can open it to make sure it works..
LAST STEP/ PASTE IT IN CORRECT DIRECTORY !
*) For Windows 10 :
Path will be..
Open run application
shell:startup
Folder below will be opened.
copy paste it like this.
For all other windows :
C:\Users\Admin\AppData\Roaming\Microsoft\Windows\Start Menu\Programs\Startup
After Users\Username\
In my case its Admin. go in your username folder you selected !
